Main St. at West Village actually failed last night procedurally -- despite the work being almost done and the money almost spent. Two "no" votes, at least one of which sounds from Jim Wise's report to have been meant to make a statement, picked up a third when Mayor pro tem Cora Cole-McFadden couldn't get reassurance that a promise to create a space for youth inside West Village had come to fruition.
